Who is Frank Robinson?
Well, thank you for taking the time to learn about me.
I’ve been a resident of Montgomery County for 21 years and have devoted my life’s work to public service in local government. Before accepting a job as City Manager in the Town of Apple Valley Ca., I served 14 years as President of The Woodlands Township, formerly known as the Town Center Improvement District (TCID) of Montgomery County. TCID, a “Special Purpose District” created by the Texas Legislature, played a leading role in the development of the downtown of The Woodlands and was responsible for economic development projects such as the Marriott Hotel/Convention Center and Market Street.
Upon my return to Montgomery County seven years ago after retirement, my wife Lisa and I chose Shenandoah as the place we wanted to live. We did so because of our knowledge of Shenandoah's past history of outstanding governance, stewardship, growth, and fiscal responsibility. When combined with the location, low taxes, low water rates, and so many other amenities, our decision was a no brainer, but retirement did not last very long. I was asked by the city administrator in Conroe to join the city and implement their newly adopted Downtown Redevelopment Plan as the city’s Downtown Manager. I served three years in that capacity and retired again in 2023.
Since our move back we have become even more enamored with the city and especially with so many of the talented, well-informed and friendly citizens. The coordination between the City Council and the Civic Club in sponsoring so many beneficial events that involve a large number of volunteers along with City personnel is extraordinary. It is easy to understand why the vast majority of our citizenry have such pride in our city and have no intention of moving any time soon.
With those thoughts in mind and having the time in retirement to commit to service, Lisa urged me to get more involved and use my 38 years of experience to contribute to the city we both have grown to love so much. Therefore, I have chosen to run for City Council position 5, not to necessarily change anything, but to utilize my experience, and possibly, some of my past relationships with leaders in surrounding entities to continue the 50-year-old history of excellence in Shenandoah government.
My vision for the future includes a strong police presence, well qualified and dedicated employees, unquestioned fiscal responsibility, a governing body that is openly transparent and listens to, as well as acts on what the citizens need, want and deserve.
I would also like to use my experience to help in the strategic planning of future economic development in Shenandoah along with plans on how Shenandoah will address our likely change to a Home Rule City once our population reaches 5000 citizens.
